State trading enterprises (STEs) with monopoly power or exclusive rights in agricultural trade in major products are prevalent in both developed and developing countries. In many countries, the operations of these STEs tend to effectively nullify in practice the intended objectives of the market access concessions reached under the Uruguay Round.
