The purpose of this paper is to identify some aspects of the GATS structure and approach to liberalization that seem particularly deserving of attention. If the rules do not impose unambiguous disciplines upon the design and conduct of policy at the national level, they will not be enforceable internationally. Nor will they foster a strong commitment to continuing trade liberalization.
