In 2009 IATP and ActionAid organized a conference in Washington D.C. on food reserves. The two main reasons for the conference were: 1) the failure of agriculture markets being too large to ignore and 2) countries, regions and international institutions re-examining agriculture policy, and specifically at that time, the role food reserves might play to stabilize food systems.
