This paper looks at the WTO's SPS Agreement, both the decision making process and the Dispute Settlement Framework for trade-related SPS disputes. Consumer organizations have sufficient grounds to be concerned that the decision making process, the substance of decisions in dispute settlement and implementation the SPS Agreement are among the factors making it more difficult to justify consumer protection.
