Canada initiated in Geneva a World Trade Organization challenge of U.S. anti-dumping measures against Canadian soft-wood lumber, Trade Minister Pierre Pettigrew said. The WTO action, launched while talks are underway in Washington, are part of a two-pronged approach by Ottawa that seeks an amicable negotiated settlement of the dispute while taking hardnosed legal steps at the same time. The new move attacks U.S. anti-dumping measures, which were imposed on the grounds that Canada has been selling its lumber below market prices. Separately, some analysts expect the U.S. and Canada to reach a truce in the dispute that would include Canada's applying an export tax of 15% to 20% on lumber shipments to the U.S.Wall Street Journal:
