The World Trade Organisation (WTO) still plans to hold a ministerial meeting set for Doha in November despite the terrorist attacks in the United States, Mike Moore, the Director-General, said. There has been speculation that the meeting, scheduled from November 9 to November 13 in the Gulf state of Qatar, could be postponed because of security fears. Mr Moore said there was still no consensus among member countries on launching a new round of negotiations on trade liberalisation.:
