Although most sectors of the economy agree with the Brazilian government's claims that developed countries must reduce their levels of protectionism, there are also those who believe that Brazil is competitive only in sectors that are highly protected on the international market. This is the opinion of Rubens Ricupero, general- secretary of the United Nations Trade and Development Conference (Unctad). According to him, although President Lula's claims are true, Brazil should try to concentrate its efforts on improving trade on less developed sectors and which are not subject to such high levels of international protectionism.
