Even though Guatemala ratified the UN Convention on Biological Diversity (CBD) the U.S., having not signed on to the CBD, insisted Guatemala change it's law to enable the patenting of plants even though the CBD is legally binding and could place Guatemalan legislators in the position of having to violate its CBD commitments.
