Direct discharges of pollutants into the ocean and coastal waters from sewage treatment plants, industrial facilities, ships, and the at-sea dumping of sewage sludge and other wastes have been greatly reduced over the past 30 years as a result of the Clean Water Act and other federal statutes. On the other hand, pollution from land runoff went largely unabated during this period; in some cases it has increased. As a result, diffuse sources now contribute a larger portion of many kinds of pollutants than the more thoroughly regulated direct discharges.
