This call came out at the end of several meetings held on the topic of water and on the commoditization of the life and the privatization of the basic services, (water, energy, health, education, transport...), held within the framework of the polycentric World Social Forum, Bamako. This was an initiative by members of Parliament from Countries including Mali, Togo, Burkina Faso and the Group GUE/NGL of the European Parliament, as well as several associated movements for access to water, including the International Committee for the World Contract of Water (Belgium) and the Italian Committee for the World Contract of Water.
