'Libreville 2000' was supposed to be a corrective and collective African answer to the WTO Seattle debacle. It was supposed to put Africa back into the 'mainstream' for a new round of trade negotiations and including new issues since Singapore -- such as environment, government procurement and labour, as well as the old ones left over from Marrakech. In the event, Libreville 2000 turned out to be yet another defeat for the WTO leadership, power structure and establishment. [from the south-north development monitor SUNS]
